The Handbook of Practice and Research in Study Abroad: Higher Education and the Quest for Global CitizenshipFrom Routledge

Co-published with the Association for American Colleges and Universities (AAC&U)

If we are all becoming global citizens, what then are our civic responsibilities? Colleges and universities across the United States have responded to this question by making the development of global citizens part of their core mission. A key strategy for realizing this goal is study abroad. After all, there may be no better way for students to acquire the knowledge, skills, and attitudes required to become effective change-agents in international contexts.

The Handbook of Practice and Research in Study Abroad is a comprehensive survey of the field. Each chapter eloquently conveys an enthusiasm for study abroad alongside a critical assessment of the most up-to-date research, theory and practice. This contributed volume brings together expert academics, senior administrators, practitioners of study abroad, and policy makers from across the United States, Canada and other part of the world, who meticulously address the following questions:

What do we mean by global citizenship and global competence?

What are the philosophical, pedagogical and practical challenges facing institutions as they endeavor to create global citizens?

How is study abroad and global citizenship compatible with the role of the academy?

What are the institutional challenges to study abroad, including those related to ethics, infrastructure, finances, accessibility, and quality control?

Which study abroad programs can be called successful?

The Handbook of Practice and Research in Study Abroad is an indispensable reference volume for scholars, higher education faculty, study abroad professionals, policy makers, and the academic libraries that serve these audiences. It is also appropriate for a wide range of courses in Higher Education Master’s and Ph.D. Programs.

Review

"Certainly, faculty and administrators involved in study abroad or in globalization of the curriculum will find this book invaluable. However, the themes addressed throughout are so fundamental to the heart of mission and identity that the volume will likely be useful to any educator thinking about his or her institution’s engagement with the global community."―Teaching Theology & Religion

"This is an excellent book for those of us involved in international education. The wealth of information and myriad references to programs in diverse fields reflect the dynamic reality of current efforts across a broad range of institutions―a contribution that may ultimately be more useful than a consensus definition of global citizenship."―Review of Higher Education

Amazon.com Review

An Amazon Best Book of the Month, December 2014: What an odd and oddly beautiful little book. A little boy enters a quiet library -- “even more hushed than usual,” we’re told in the opening line -- and is sent to Room 107, where he meets a creepy old librarian who leads him deep into a maze of dark catacombs beneath the library. There, we learn of the librarian’s ghoulish designs and the boy encounters a small man wearing the skin of a sheep and a pretty young girl pushing a teacart, their worlds now “all jumbled together.” Not even fresh-made doughnuts can sweeten the boy’s nightmarish predicament as the librarian’s prisoner. The Strange Library was designed and illustrated by famed book jacket designer (and frequent Murakami collaborator) Chip Kidd, whose moody and mysterious depictions of a child’s (and a parent’s) darkest dream match Murakami’s surreal imagination. It’s hard to discern the message. Maybe something about knowledge being free or the value of libraries. No matter. This is vintage Murakami and, at the same time, something entirely fresh. No one puts animal skins on humans like Murakami. No one would dare. --Neal Thompson

Review
“As if the work of Japanese fiction master Haruki Murakami weren't strangely beautiful by itself, his American publisher has just put out a stand-alone edition of his 2008 novella The Strange Library, in a new trade paperback designed by the legendary Chip Kidd. . . . The story itself, full of characters and images both awfully weird and utterly down to earth, transforms as you read it, becoming a living, nearly talismanic exercise in how to lift yourself out of the realm of the ordinary and allow the sentences to carry you into an alternate universe. . . . The mysterious pleasure of it all is the payoff when you read Murakami. Some scholar may explain it to us all one day, diagram the roots of his work in the Japanese storytelling tradition, in fable and myth, the special effects he imports from American literature. For me, now, I'm just enjoying basking in the heat of this hypnotic short work by a master who is playing a long game.” —Alan Cheuse, NPR

“[A] charming, surreal story. . . . Cleverly designed and illustrated by Chip Kidd. . . . Whether he is writing for adults or children, [Murakami] remains a suspenseful and fantastical storyteller.” —The Washington Post

“It had me enthralled . . . a story of childhood, death and reading, drawn in both words and pictures, like a fairytale, yet there was nothing childish about it. . . . Let the Murakami-mania begin (again).” —Arifa Akbar, The Independent (London)

“Murakami’s wry metaphysical play feels no less diffuse in this concentrated form. His usual fascinations—the instability of identity, the uses of knowledge, the oppression of memory—fade in with just enough time to fade out, offering just enough light to coax you forward, deeper into the dream.” —The Boston Globe

“Welcome . . . once again, to Murakamiland: sheep men, waifs, quests, attentiveness to little (odd) things, a labyrinth, a stairway down . . . absurdity and irrationality, the tension between the fantastical and the everyday, real and unreal, sadness and loss, then sudden shifts out of the blue, and plenty of the plain runic. . . . [The Strange Library] plumb[s] the kind of questions that leave us all wishing for more room to breathe: the singular and ever-solitary individual . . . the loss of identity (for better or worse), groping in the dark, self-understanding in an unknowable world, the dignity of idiosyncrasies. . . . The spirit and tone of the writing: As if Murakami is driving down a strange road, not know[ing] what’s to come around the next curve: alert, aware, but as in the dark as the reader. He is, however, a really good driver.” —The Christian Science Monitor

“Those who come to Mr. Murakami’s work for the first time will be elated by the clarity and wit of his style as translated by Ted Goossen, and intrigued by his characters and the situations they face. The Strange Library . . .  stays in the mind because of its combination of brutality with flippancy, but mostly for its oddness. . . . In its own odd way it is a fun read.”—Washington Times

“The Strange Library is a subteen’s No Exit. . . . Beautifully designed. . . . Perfect for coffee tables in the gladsome season. . . . Readers looking for a light diversion in a heavily loaded holiday season should enjoy this existential vision.” —The Miami Herald

“Japanese master Haruki Murakami's short fantasy tale The Strange Library, designed by Chip Kidd with sublime vintage Japanese graphics, takes readers on a wondrous journey to the mysterious underbelly of a Tokyo library.” —Elle

“Striking. . . . [This] dryly funny, concise fable has all the hallmarks of the author’s deadpan magic, along with some Grimm and Lewis Carroll thrown in for good measure. . . . The perfect trip down the rabbit hole.” —The Free Lance-Star (Fredericksburg)

“Murakami manages to endow [these] pages with all that we have come to expect from his more leviathan tomes. . . . [Chip Kidd’s illustrations] seem so essential that, having experienced Murakami’s story in this version, one can hardly imagine it in any other form.” —The Japan Times

“Dreamlike. . . . What is immediately clear . . . is just how much thought went into the design and illustrated content. . . . Published by Knopf, the U.S. edition is a Chip Kidd production, and while Kidd’s prolific portfolio demonstrates how comfortable he is working within any and all design idioms, The Strange Library is an in-your-face zoom-in on the faded comics qualities Kidd so often employs when working on Murakami titles. . . . [The illustrations] are what ignite the reader’s thoughts about what the narrator is up against. . . . The designs force the reader to actually read, and read into, the design. . . . Everything that comes to pass in The Strange Library, like in so much of Murakami’s fiction, questions the differences between what is real and what is not, and whether such a distinction even matters. . . . Evocative, atmospheric.” —The Millions

“Can a font be heart-breaking? I didn’t think so, until now. . . . More than anything, I found myself free-associating while reading The Strange Library: Kafka, Dalí, Nabokov, and Poe all came to mind.” —Jon Morris, PopMatters

“Designed by Chip Kidd, nearly every other page contains a beautiful image, often an abstract representation of what is happening to the narrator. This sinister story and gorgeous artwork come together like an unforgettable nightmare. This one has some major gifting potential.” —Bustle

“At once beguiling and disquieting—in short, trademark Murakami—a fast read that sticks in the mind. . . . Murakami loves two things among many: Franz Kafka (think Kafka on the Shore) and secret places (think 1Q84). This latest, brief and terse, combines those two passions. . . . It would take a Terry Gilliam, or perhaps a Kurosawa, to film Murakami’s nightmare properly.” —Kirkus Reviews

“This dryly funny, concise fable features all the hallmarks of Murakami's deadpan magic, along with splashes of Lewis Carroll and the brothers Grimm. . . . Full-page designs from Chip Kidd divide the sections, bolstering the book's otherworldliness with images from the text alongside mazelike designs and dizzying close-ups of painted faces.” —Publishers Weekly

A picture book for adults, from Murakami's younger days
By C. E. Stevens
Reading "Strange Library" feels like a trip down memory lane ... or perhaps "down a well" or "into a dark basement" would be the more appropriate analogy, given that this is Murakami we're talking about. Written in 1982, adapted as a illustrated, stand-alone short story in 2005, translated into English in 2014, it is important to remember that this is not "new" Murakami, but rather very early Murakami--to put it into context, the original short story was published at pretty much the same time as "A Wild Sheep Chase," just 3 years after his debut novel "Hear the Wind Sing."

As for the story itself, do not be deceived by the quick pace, young protagonist, the illustrations, and simple vocabulary: this is not a children's story, but rather a "fantasy for adults" as the book cover on the Japanese version states. The elements of magical realism are what you'd expect from entering-his-prime Murakami, the themes of detachment, loss, and coming-of-age (as well as the requisite mysterious, pretty young woman) will be familiar to veteran Murakami readers, and the ever-present menace, oppression, and threat of violence foreshadow the darker parts of some of his later works. The combination of cute pictures and whimsical elements with what really is a pretty heavy storyline heightens the dissonance--and, I would argue, the enjoyment--of this unique work. Despite being a quick read, it is one that sticks with you and flits around the subconscious long after you close the cover for the last time ... like a dream ... or perhaps a nightmare.

Allegory of grief and loss
By B. Moore
Strange Library is a dark work, powerful in its own terms, yet ultimately quite stark and grim.
The first thing to note is the exquisite design of the book. A Kindle version will not do. It is a beautiful object and is meant to be handled and appreciated for the artistry of presentation. There are all sorts of little things, like, for instance, a notation on the spine of the book that let's one know that one cannot read the book outside the precincts of the library. So, you, the reader, are also inside the strange library.

The voice of this work is vintage early Murakami: Whimsy, laconic humor, a mysterious beautiful girl, a sheepman, labyrinths, and worlds with permeable borders. Critics sometimes note a connection to the French theorist, Lacan, and a theme of ever deferred desire in Murakami. This may be true, but this work is more Heidegger and his notion that all being is "being towards death," for mortality is the overt threat and deep context that suffuses the entire tale with ennui.
For the rest of this, I am going to talk details, so this is a spoiler alert. Don't read further if you do not wish to discover the plot and denouement.

The modern West is secular, superficially optimistic, and more deeply nihilistic. This is my view. We distract ourselves from the ominous and ever present danger of death, which we nonetheless have hidden away as much as possible. Our consumerism is driven by the need for novel spectacle to keep darkness at bay. And yet, we are also still the heirs of Western Christendom. Why this excursus? Because Christianity tells a story of death's defeat. The most fundamental reality is deeply comic, because life has the last word.

So, even a secularist in the West will often bear a trace of religious belief. We like happy endings and we "believe" in them. Thus, Murakami's tale will be unsettling and disappointing, because it subverts hope. Death is victor in this fairly tale for adults.
If one wants a rationalist version that could explain the plot. Here it is. A little boy, thoughtful and sensitive, is living with a sick mother and his pet bird. At a subconscious level, he knows his mother is dying, but he doesn't want to face it. Then one day, his pet bird dies. The death of the bird makes grief and loss existentially real for him. The yawning abyss of loneliness that awaits should his mother die suddenly becomes overwhelmingly real. The little boy hides out in a library for three days. He loses his new shoes. When he returns home, his mother is sweet to him and doesn't berate him, for she is full of unspoken understanding.
The last page of the book is written in tiny print. The boy's voice is reduced to almost nothing. His grief wishes to make tragedy disappear. He announces that his mother has died of a mysterious illness and he is alone. Grim, single m.
In this context, the fabulous tale is an effort to escape what cannot be escaped. That is why the boy's allies disappear and his seemingly successful attempt comes abruptly to nothing. The boy's courteous nature before the menacing old man is a wish that decency and good manners would win out over evil and decay, but it just doesn't. More could be teased out, but this is probably already too prolix.

Bottom line: This is a good, early work, but you might feel cheated. You might feel it's unnecessarily bleak and mean. One might alternatively appreciate the work as a blend of adult insight, ingenious design, and child-like dreaming that embodies an idiosyncratic myth. The darkness at the end may appear a relief from sentimental and too cheaply bought victories.
This reader appreciates the latter possibility, but as a believer in what Peter Leithart calls "deep comedy," I was rueful of the ending. I prefer Murakami when he offers a more comic vision, though I suspect his metaphysical agnosticism more naturally tends in this direction.

‘“If all they did was lend out knowledge for free, what would the payoff be for them?”
By Reading Bifrost
‘“If all they did was lend out knowledge for free, what would the payoff be for them?”
“But that doesn’t give them the right to saw off the tops of people’s heads and eat their brains. Don’t you think that’s going a bit too far?’”

If you haven’t ever read a story by Murakami before, he’s odd. Very odd. I’m trying my best to review this without giving away any spoilers at all for those who just want to read the story and for those who like to dig for the deeper meanings.

That being said, The Strange Library is a short story presented in a lone book. The book itself is odd, the cover has to be flipped open and has very strange vintage Japanese illustrations to match the story. Everything about the story seems simple and straightforward- not digging deep into characters or plots- adding a richness and dreamlike quality to the story.

But, if you take it to the true Murakami level of reading (we’re talking deep philosophy here) then the reader just might see that the story really revolves around the boy, his pet bird, his mother, and death.

Overall The Strange Library was a fabulously odd short short story wether you’re just looking for a quick read or something you can sink your teeth into. I’d suggest getting a hardcopy instead of an ebook for this one just because the Chip Kidd design does add a lot to the story.

Smoke and State
By DrPat
A team of misfits on an adventure makes a good basis for a story, and tribal cultures are always tasty. Let Larry Niven loose on them, though, and you get a novel that is nominated for a Nebula for Best Novel in 1984, and a Hugo ditto the following year.

Niven's tales often hang on an epic structure: the "Ringworld" Ringworld (A Del Rey book), for example. In this novel, a central star ("Voy") is too close to its gas-giant planet ("Gold"), and the atmosphere of Gold has been sucked off into a gas torus, a vast ring around the star. The thicker part of the torus is breathable—this is the Smoke Ring where humans can survive.

The humans that do live here have adapted to the conditions in the torus, where gravity is nonexistent, but tidal forces may be felt. Mostly, the tides affect dwellers at the "out" and "in" ends of any of the millions of integral trees. The length of these massive growths can almost span the smoke ring, and they were dubbed "integral" because the opposing winds at either end bend the tufts outward into an ∫ shape. These tufts collect smoke, dirt, animal life and insects from the wind; tufts and trunks impact free-floating water globules—"ponds"—and this provides moisture for the life on the tree.

When Quinn tribe's tree sinks too far in the smoke ring toward Voy, the tribe's leader—the "Chairman"—sends the tribe's least useful citizens to climb the tree to its free-fall zone at the trunk and farther "out" on a hunting trip, to find a way for the tribe to survive. Unfortunately, the tree has its own plans, and those plans don't take into account the humans living on the "in tuft".

The State is hinted at in flashbacks and founding documents, and in the opinions of 'Discipline,' the AI personality of the ship that brought humans to the smoke ring. 'Discipline' has carefully forgotten the mutiny that separated it from the humans, so it cannot be biased against the descendants of the mutineers, and it stays out of the gas torus to preserve the ship's physical integrity.

When the disaster at the Quinn tree brings 'Discipline' back into contact with the survivors, that contact brings humans under the eye of the State for the first time in hundreds of years. The Quinn survivors worry about being made "copsiks" (slaves) by another tribe or captured by the longer-limbed free-falling fluff-jungle dwellers; they should be more worried about Discipline's intentions.

If you haven't encountered "The Integral Trees" yet, it's time. The people of the Smoke Ring may be strangely shaped by their gravity-less environment, but their cultural adaptations prove they are all too human.

Niven has a peculiar propensity of contradicting himself (or, rather, the characters) on occasion, in word or deed, which makes for some unpleasant speed-bump moments for the more careful and thoughtful reader. Aside from that minor quibble, I've read this book probably on the order of twenty or so times, so that speaks for itself towards it being a good read.

Revolutionary Ideas: An Intellectual History of the French Revolution from The Rights of Man to Robespierre, by Jonathan Israel

Historians of the French Revolution used to take for granted what was also obvious to its contemporary observers--that the Revolution was shaped by the radical ideas of the Enlightenment. Yet in recent decades, scholars have argued that the Revolution was brought about by social forces, politics, economics, or culture--almost anything but abstract notions like liberty or equality. In Revolutionary Ideas, one of the world's leading historians of the Enlightenment restores the Revolution's intellectual history to its rightful central role. Drawing widely on primary sources, Jonathan Israel shows how the Revolution was set in motion by radical eighteenth-century doctrines, how these ideas divided revolutionary leaders into vehemently opposed ideological blocs, and how these clashes drove the turning points of the Revolution.

In this compelling account, the French Revolution stands once again as a culmination of the emancipatory and democratic ideals of the Enlightenment. That it ended in the Terror represented a betrayal of those ideas--not their fulfillment.

Review
Winner of the 2015 PROSE Award in European & World History, Association of American Publishers

"[A]dvances an erudite and persuasive argument. . . . Israel's categorization of the various revolutionary factions offers fascinating new insights, and his knack for uncovering interesting but neglected individuals and texts is second to none . . . rich and thought provoking book. It is remarkable and significant."--Rachel Hammersley, Times Literary Supplement

"[C]losely argued. . . . Israel can be understood as a historian in the long liberal tradition stretching back to Madame de Stael, who herself witnessed the revolution and saw it as a story of the betrayal of liberty."--Ruth Scurr, Wall Street Journal

"[W]ith typical boldness Israel invites us to reconceptualise our very idea of the Revolution."--Jeremy Jennings, Standpoint

"Overwhelmingly impressive."--Peter Watson, Times

"[P]acked with details . . . [Revolutionary Ideas] is part of Israel's major project to give the Enlightenment, especially the Radical Enlightenment as he calls it, new luster."--NRC Handelsblad

"[M]ajestic."--Dr. Selwyn R. Cudjoe, Trinidad and Tobago News

"Israel, a professor of modern European history at Princeton, is a world authority on the 18th-century Enlightenment. Here he constructs a bold and brilliantly argued case that the 1789 French Revolution was propelled by the clash of innovative political doctrines that supported or contested Enlightenment values."--Tony Barber, Financial Times

"Israel, author of the pathbreaking studies on the Dutch Republic, European Jews, and more recently the radical Enlightenment, now turns his attention to the French Revolution, arguing that the underlying cause was ideological--namely, the impact of the radical Enlightenment resulting from the work of philosophers Denis Diderot, Claude Adrien Helvetius, and Paul-Henry Thiry, Baron d'Holbach. . . . Israel takes them at their word, painstakingly poring through voluminous revolutionary newspapers and the archives parlementaires, records of the revolutionary national assemblies. . . . This significant and nuanced study is a major reinterpretation."--Choice

"A racy account of the concepts that shaped the French Revolution and its people. . . . The book leaves the reader with a strong impression of the power of ideas that unlock political energy and the strength of leadership needed to withstand fickle popular opinion."--Tom Watson, New Statesman

"A remarkable book. . . . An enormously rich and engaging work that invites us to think and to challenge received wisdom."--Mark Curran, European History Quarterly

"Amazingly well-researched. . . . To describe it as a very, very worthy read, would be an understatement of colossal, consequentialist design."--David Marx Book Reviews

From the Back Cover

"Combining erudition and verve, Revolutionary Ideas is an exciting, bold, valuable, and courageous book that should have a wide readership. A veritable tour de force, it fundamentally reconceptualizes the French Revolution. Arguing that ideas caused the revolution, propelled it forward, and constituted its essence, Jonathan Israel provides a wealth of detail about the little-known but fascinating characters who made up the radical wing of the revolutionary leadership."--Helena Rosenblatt, the Graduate Center, City University of New York

"There is nothing else quite like this book. It not only crowns one of the major individual history projects of the past century but also serves as a stimulus to fresh debate on the greatest and most fundamentally important of all revolutions."--William Doyle, author of The Oxford History of the French Revolution

Enlightenment Rehabilitated
By H. F. Gibbard
In his massive, three-volume study of the Enlightenment (Radical Enlightenment, 2001; Enlightenment Contested, 2009; and Democratic Enlightenment, 2011), Jonathan Israel argued that it was the radical thinkers of the Enlightenment who laid the foundation for our modern values of democracy, freedom, and human rights. Israel identified these radical thinkers by their adherence to three principles: "one-substance monism," (a philosophical idea that the world is composed of a single substance); democracy; and sweeping egalitarian social reform. According to Israel, these radical enlighteners traced their philosophical principles to the Seventeenth-Century Dutch philosopher Benedict de Spinoza.
If we accept his idea that the Radical Enlightenment philosophers were heavily involved in bringing about the French Revolution, we encounter a contradiction. Far from leading to democracy, freedom, and human rights, the French Revolution culminated in terror, violence, murder, and intolerance. Counter-Revolutionary thinkers later persuaded most historians and the public that the Terror was a natural outgrowth of Radical Enlightenment philosophy. How to reconcile the theory of the Radical Enlighteners with what actually occurred during the Revolution?
That is the purpose of this book. Israel wants to distance what he calls the "democratic republicans"--those who believed in democratic values and the Radical Enlightenment--from both the royalist elements (ultra-conservative and more moderate constitutional monarchists) and the "authoritarian populists." According to Israel, the authoritarian populists, represented by people like Robespierre and Marat, were responsible for the Terror. They were proto-fascists who never had much use for the Enlightenment values to begin with. Their reign of terror cannot be blamed on the philosophical proponents of radical enlightenment, who opposed it.
This is really an astonishing theory because it turns a lot of conventional wisdom on its head. I'd always been taught, for example, that Robespierre was a good follower of Enlightenment ideals who turned bad because of the pressures the Revolution faced from war, famine and counter-revolution. Not so, says Israel. From the beginning, Robespierre was another kind of leader altogether--more akin to Joseph Stalin than Denis Diderot.
Does Israel make his case? I'm not sure yet. Having just finished this book, my head is still spinning from 700 pages of minutely detailed description concerning the various Revolutionary sects, their evolution and convolutions. One thing is for sure: if you take Israel's thesis seriously, you will never again view the ideological progression of the French Revolution in quite the same way.

Jonathan Israel's "Revolutionary Ideas" is a sterling example of a type of scholarship that today is a bit out of fashion -- it is what the guild of historians used to call "Intellectual History." What this means is that Israel takes ideas seriously. This approach, one that flourished in the 1950s and 1960s, is now a bit passe', what with the current fixation on gender and ethnicity in history along with a generous dollop of low-voltage Marxism. His book reminded me of Perry Miller's epochal work on the Puritans ("The New England Mind") more than seventy years ago for Miller, like Israel, respected the intellectual integrity of the writings with which he dealt and did not see them as mere protective coloration for some deeper motivation of which those involved were unaware but today university-trained historians can detect like bloodhounds.

Israel's thesis is that the leaders of the French Revolution, at least as represented in the various assemblies, did not gradually convert from constitutional monarchism to republicanism but were from the very start republican. Among these men the one he most admires is Jacque-Pierre Brissot, the journalist and man of letters who Robespierre eventually guillotined. Brissot is one of those whose republicanism was rooted, says Israel, in the "radical Enlightenment," a term the author does not define but which may be said to represent European thinking (mostly French) from roughly 1750 until the upheaval of 1789. The values of this radicalism, which Israel clearly admires, included greater economic equality, freedom of the press and speech, secularism and honest elections, without the muddle of the estates, and afterwards open and frank discussion for the common good in representative bodies. Israel tirelessly tells the reader how advanced was the thinking of these late Enlightenment savants and he refers to their political machinations as the "true French Revolution." And, he proves his point with copious documentation and a careful reading of these late eighteenth-century philosophes.

Why, then, did the Revolution become such a gawdawful mess and leave in its wake Napoleon's long dictatorship and constant warfare, followed by a century of French political instability? For Israel the reason for all this is clear -- the Revolution was betrayed. The traitor-in-chief was, of course, Robespierre. The lawyer from Arras abhorred the materialism and detestation of religion that marked the Brissot-like philosophes and from the summer of 1793, until his own guillotining, gutted Enlightenment values and replaced them with his own urge to power and lack of humanity. Israel clearly detests Robespierre every bit as much as he admires Brisson. For the author, the great train of the Revolution had steamed down the rails more or less in a satisfactory manner, moving France ever closer to a truly liberal society, until Robespierre and Marat threw the switch at a critical junction and sent the whole shebang careening down the wrong track and, ultimately, off the rails and into a ditch.

Israel puts together a coherent, if not completely convincing, account of the Revolution. The radical philosophes were, from the very beginning, dedicated republicans. The Revolution was, despite some wobbles now and then, a phenomenal political achievement informed by philosophy that seemed fated to mature into something like the New Deal. Then, Robespierre hijacked the entire business and flew it into a skyscraper. But, on the very last pages of his book, Israel throws a curve ball at the reader when he describes Robespierre's Reign of Terror as "prefiguring modern fascism" -- and this is the point at which the wheels come off.

The author does a good job of defending the philosophes against those historians who assert that the Terror was the logical outcome and fulfillment of the Enlightenment. He shows, convincingly, how the intellectual world of his republicans differed from that of the group of thugs that gathered around Robespierre. But, this distinction is less significant than it first appears and only a few seconds of reflection are needed to understand that the Revolution "prefigured" Marxist revolutions and not fascism.

There is, for one thing, the question of the Popular Will, Rosseau's famous formulation of what governments are established to implement. The savants of 1789, for all their humanity and learning, prefigured something that has tormented the world ever since -- the "Revolutionary Vanguard." For, these men represented no one but themselves. Time after time Israel admits just this: the vast majority of French men and women remained monarchists and Catholic. Time and again, when given the chance, they reverted to these values in local (e.g. Lyons) politics. Israel emphasizes that the radical savants were journalists, political essayists, men of letters and philosophers-at-large. And, because they were "enlightened," these savants were positive that they understood what was best for "the people," an abstraction drawn from Rousseau.

German fascism was abominable but National Socialism was a mass movement. The French Revolution, like the Russian, was in large part an intellectual coup d'etat. Jacques and Marianne, especially outside Paris, did not hate the monarchy and rather loved their local cure. To the philosophes this merely meant that the "people" were unenlightened and that this French Vanguard of History must lead them, will-nilly, into a utopia of human rights.

Robespierre was not the French fascist -- he was the French Stalin. The radical savants were not rooted in popular culture but felt themselves above it. Robespierre and Marat were entitled to feel precisely the same -- and beat the radical republicans at their own game. Meanwhile, Robespierre, monster that he was, understood the common desire to retain religiosity. Then, like Stalin who murdered the Old Bolsheviks, Robespierre murdered Brisson and those like him. In this sense neither Stalin nor Robespierre "betrayed" their respective revolutions -- they simply took those revolutions in different directions using the tools forged by, respectively, the Old Bolshevists and the radical savants. Perhaps Robespierre destroyed the vision of men like Thomas Paine but the latter's vision was no more legitimate, insofar as the majority of the French populace was concerned, then that of Robespierre. To some simple peasant in the Vendee the whole thing probably looked like nothing more than a falling out among thieves.

israel's book is a mine of useful information and subtle interpretation. It is decently written, well-documented and convincingly argues its thesis about the radical republicanism that dominated the Paris assembly from its first days. And, refreshingly, it takes ideas seriously. Israel's enthusiasm for men like Brisson and their political vision of a secular, democratic welfare state -- an ideal that still thrills liberals -- perhaps causes him to place the Revolution in the wrong historical tradition. It was not fascism that eventually emerged from the Revolution. What emerged was, instead, the poisonous idea of a Select Few with a political gnosis that entitles them to lead the "masses" where the masses don't know they wish to go. And, along with that emerged, eventually, Lenin, Stalin, Mao and Pol Pot.

history as the speech of the times

this is a book for those willing to delve deep into the intricacies of the French Revolution, and not the best choice for an introduction to the topic. for those who are deep into the Enlightenment, it is much less informative than Israel's "A Revolution of the Mind." for those who are deeply interested in both the enlightenment and the revolution, it's an absorbing read.

israel's premise, curtly stated, is that ideas matter, and that in the situation of the french revolution, the two competing and fundamentally incompatible ideas were spinozist radical enlightenment and rousseauist authoritarian populism. in brief, radical enlightenment created the revolution; authoritarian populism co-opted the revolution (through vote rigging, crowd coercion and the terror); thermidor retrieved the revolution, only to deliver it to the bourgeois tyranny of napoleon. all that represents an interpretation of history that i find persuasive but that deserves a healthy skepticism based on knowledge of the evidence, which means you have read deeply in the history and understand the tendentious interpretations imposed on it. as far as israel is concerned, robespierre was an unmitigated villain, black to the core and malign in every effect: one might say, in reply, that human nature makes every moral judgment difficult.

all that aside, the great merit of israel's work is that he treats ideas seriously, equates ideas with words, and takes the words of the revolutionaries at face value. this is both a strength and a weakness. the strength is that israel paraphrases many of the speeches, tracts, articles and pamphlets of the period, attributing clearly to author and date of presentation, so that we get a really unparalleled sense of what these folks were arguing, asserting, affirming. the drawback is that this creates a disjointed, disorderly and repetitive flow in the narrative, as a speech here merely repeats what was said in a pamphlet there, or in a speech by someone else receives its reply many pages later. it also underplays the fact that politics shapes speech, and what is said is usually said for a tactical purpose: we don't obtain much insight into the power calculations in that muddle, except to learn that true republicans were a bit duffy headed and those of the montagne shrewd connivers. to evaluate that claim we'd need to see how often individuals changed sides or trimmed opinions, a level of detail that is hard to follow even in israel's detailed narrative.

israel is clear about his bias: spinozist enlightenment good, rousseauiste populism bad. and he's detailed in his accounting of speech, at the expense of an accounting of the economic and material facts. some will prefer the pretense of empiricism and objectivism, which is as illusory as any other claim to truth in history. instead, if you adjust for israel's bias, and relax into the chaotic and repetitive flow of his narrative, then you're in for a treat: an intelligent and nimble picture of an enormously consequential and turbulent period in human history, the culmination of the enlightenment's faith in reason and democracy, and the birth of the modernist struggle with chaos and terror.
